If you're looking to integrate only commit or change set information, then GitLab-Jira native integration might work well. However, if you're aiming to integrate issues, epics, and other data between GitLab and Jira, especially at scale, then Atlassian Silver Solutions Partner, OpsHub is a better choice. OpsHub offers robust bi-directional data synchronization and scalability to handle more complex integrations reliably.
Note: Jira version 7.9 reached its end of life on April 9, 2020. To ensure your Jira instance stays secure and supported, it's strongly recommended to upgrade to a newer version.

Such an old Jira instance will have various security vulnerabilities, so I would consider upgrading it. And Jira server is EOL, so Jira Data Center would be needed
