How to change the transition order (ON DEMAND)

We are defining our workflow.. and we want that when we reopen an issue go back to "In Development" or "In Progress".

We already modified the schema and added the transitions etc. but when we try to change the status from reopen, it only show Resolved or close.

I found on the help that we need to change the sequence order of the issue on the database.

I do not know how to do that.. or is there another solution?

this is really causing a lot of problem in our project.

If you select 'more actions' does your missing buttons show up? If so,, then you want to reorder the buttons using the following links discussing how to do that.
