How to block attachments based on security level?

I need to be able to block attachments if the security level was changed. For example:

By default all issues we create localy (in the US) have security level High. If we need to assign the issue to abroad engineer we change the security level to None. It means the issue went through classified clearing process. Once security level was changed I want to block attachments for High level group which is local (the US). Is it possible?

Hi Darya,

I have not seen a native way to do this, however, a similar question was asked and a vendor stated one of the add-ons called Smart Attachments may be of assistance in this matter to manage add-on configuration.  According to the Vadim, it has the "capability to define access restrictions for specific categories. In such a way you can regulate visibility of attachments stored in the specific category for users, user group or project roles."
