How to assign a story to a specific user(tester), after the assignee(developer) set the status has resolved?

i m assigning a story to a developer and the developer completes their process and developer sets the status has "Resolved" and that resolved story needs to re-assign for the tester.

Then it must need to send a notification for the tester?

For all of this, look at the transition the developer uses for "sets the status to resolved" - that's part of your workflow.

First, you need to think about how you get the "tester" in there. Have you logged this in a custom user picker field? If so, you can use one of the "copy field" workflow post-functions provided by several plugins (Check the Jira suite utilities, script runner, etc) to copy that into the assignee field

Second, make sure your notification scheme includes emailing the assignee for the event fired by the transition, and the newly assigned tester will get emailed.
