First question is how to access the all of the Jira issues in its entirety through filter, search or any other way?
I want to know that what exactly each initiative posses in terms of issues, every single item?

As suggested by others a custom solution can help you view subtasks count. If you would like to try out a mktplace app for your requirement, please take a look at an add-one have developed for the same use case.
The app shows the issue hierarchy in a simple and easy to understand tree view, with roll ups of time spent, story points, custom numeric fields at each parent level.

In order to do a nested filter to get each initiative and it's children you need an app from the Marketplace that extends JQL or that can show the hierarchy. I have used JQL Tricks and Enhanced search in the past, and I know Structure can also show the hierarchy.

If not then what exactly is available?
Would appreciate a clear answer because these things are simply aggravating even when we are paying for Jira and not being able to take advantage of Jira.

There is no solution for this in out-of-the-box Jira, the closest would be parentEpic() or linkedissue but that only searches on one level down and only from the epic level.
