How to Stop adding the Duplicate attachments for a Issue

Right now, I am able to add the same file multiple times to a issue. Is there a way to Stop the duplicate files' names for a issue?

I believe Atlassian fixed this issue in a recent release. Maybe someone else can confirm this.
