How to I add a new users and then give them Product Owner permissions

The JIRA documentation says under Admin there should be a user component, there isn't. I am in admin group but in Groups there is no add user button or link, why so complicated?

Welcome to the Community!!

Seeing that you have tagged the question as "Server" if you have an internally managed directory, you should be able to create users by navigating to the user management section in Jira.

Reach out to one of your administrators who manage Jira in case you are not able to see this option

I think only site-admin can manage users and groups
