I have a number of tickets that are complete but the user did not close the ticket out. Can i as the admin resolve the ticket? Without trashing it. Want to give them credit for their work

You can always use the Bulk feature (up, right hand corner in a search). Or if you are on the Cloud, log in as them and resolve the ticket.

Yes, you can either update the tickets (i.e. assign to you and modify other fields) or transition (through the workflow).

Just make sure you have the proper permissions in the project(s):
The Bulk function is under Tools in the upper, right hand corner.
