I had to lock down editing of the parent to a specific role; but, I want any user that has access to the parent to be able to add subtasks.

Right now, it appears adding subtasks is tied to the edit permission.

Is there another way for me to accomplish what I am needing to do: restrict edit of the parent to a select few, but all any other with access to create subtasks?

I am afraid there is no way to do it without adding a plugin. https://jira.atlassian.com/browse/JRA-8521 will probbaly do it in the future!
