How do I get my group to be selectable in Global permissions?

Whenever I enter the global permissions screen and try to select a group to be added to a permission, the dropdown to select groups with is empty and no groups seem to be found other than anyone.

What do I need to do to make my group(s) selectable in this dropdown?

Where are your groups stored? Internal directory or external (like leap)? Are the groups you want to add available in other places (ideally, check a permission scheme - edit one, start to add a new group to a browse permission.  No need to add it, just check the list of groups is complete).  Finally, are you in the group you want to add to the global permission?
