I did all the searches on the internet but couldn't find a solution. I found the following:

but it doesn't give me the steps for my case. My Jira version is 8.20.10.
Solutions I know of already:
1) Copy the body of the email and attach it to the story as a comment.
2) Save the Outlook email to my local drive and add it as an attachment to the Jira story.
I am looking for a different solution than the two above.

Atlassian built an Outlook add-in that has sending emails to Jira issues as one of its main features.
You can open any email in your Outlook inbox, and use Jira Cloud for Outlook app's "Send to Issue" functionality.
You can choose to or to not attach your email attachments and optionally you can add your comment to the email you send to the Jira issue.
The cool thing it does is it sends the actual markup of an email and you can then open your Jira issue and the attached email will appear in the Attached emails section just under your Linked Issues
That little panel is clickable and you can view the whole email there:

How do I get the JIRA Cloud app to work within a specific email. It's already added, but only shows in the left pane, not this view. When I go to add apps it shows the app as already installed. I would like that send to issue right pane option that you show above.

Thanks for asking. There is a solution that allows you to turn emails into Jira tickets and attach them as a eml.file directly from Outlook to a Jira ticket: Outlook Email for Jira | Atlassian Marketplace
You can also add emails to existing Jira tickets.
Via the configuration you can set this setting as default, so that every email will be automatically attached as eml.file.
Please note that I work for yasoon, so I am a big fan of the app :-)

How do you make it work? I installed and restarted Outlook365.
I looked at the videos but no luck. I do not see the button by the Reply option.

You might be able to do something with JEMH (Jira Enterprise Mail Handler)
It has some setting that allow mails to be added as attachments.

No, I don't think there is a way to do that without the step of saving it on your disk before.
