Welcome to the Atlassian Community!

You will need to remove them from the project configuration, so that they can no longer be used.  For Company-managed projects, this is done by amending the "issue type scheme" for the project (which will affect other projects using the scheme), and for Team-managed projects, you remove them from the project configuration directly.

Removing the issue types from a project will prompt you to migrate any existing issues of the removed types to another type that is not being removed.
