I would like to set the same Tab layout on a customer portal request screen then I could set it in issues/screen/ownScreen/configure, because there is too much field on the screen.

"Too many fields" strongly suggests you've built a poor experience for the end user and vastly over-complicated something you should have kept simple.
As Gregory mentions, there are add-ons which might help - I've found this one works well too - https://marketplace.atlassian.com/plugins/com.refinedwiki.jira.servicedesk.refinedtheme/server/overview
I know the ideal for JSD is to keep the things simple, but sometime this is impossible for some teams, so if you want that the tab feature comes alive, please vote for it: https://jira.atlassian.com/browse/JSDSERVER-1320

I don't beleive the form tabs are native in service desk but there is a add-in from the market place - Extension for Jira Service Desk:
