How can I create a backlog importing a document from EXCEL or PROJECT?

I have a workplan that I use as a template for any type of projects.

I would like to import to JIRA and create a story (with subtasks) from that excel and/or project.

Ideally, I would like to autopopulate field such as EPIC, components, etc. and if possible to create some rules as well.

Is it possible?
