It's not possible @Yoav Friedman 

You have the Sandbox feature if you want an isolated environment (You have to have a premium plan for this)

It's for testing.

This feature unfortunately does not help me:)

As I said earlier it's not possible, we have to pay for another Jira Site and use it.

Or else what is the requirement that you have to create a separate site.

We can manage the permissions and have the users use their projects in one Jira site itself, even for different customers it's possible. We have to be careful in managing those permissions, that's why sandbox.

I'm not familiar with federation options for cloud either, but as Pramodth said depending on your requirements you may be able to manage access through permissions.
