Regarding issues related to users not receiving invitation or verification emails, I would suggest checking out the following article: https://support.atlassian.com/atlassian-account/docs/email-address-verification-issues/
If that doesn't help, you can try to reach out to Atlassian Support as one of the common problems is that the user's email address gets on the suppression list (for some reason).
Just state the user name/email and the support team should be able to clear it out.
