I'm trying to assign an issue to my team but considering a list of names, i.e, I have (A, B, C, D) if A did the last issue, I need to suggest that B can do the current issue, and after B, the message suggests to C, then to D. After D, the list begins in A again.

When it comes to the assignee field, currently, it’s not possible to limit the results. There is a feature request suggesting the implementation of this ability:
The good thing is that there is a workaround for that by using an automation rule with the "Round-robin" method.
You can create the automation on Project settings > Automation (company-managed project) or Project settings > Apps > Project automation (team-managed projects).
Click on “Create rule” and create a rule like the one below:
