Generating Email Notification based on create/delete/activate/deactivate user

Is it possible to send emails in Jira/Confluence based on an event where a user activity takes place like create/delete/activate/deactivate? 

This is necessary for from a security perspective to send a notification. Although I see many events are available mostly based on create/update issues, I don;t see any event that is based of user management activities.

Need a solution for Bitbucket also but that is not so important.

@Samir Kabiraj , poking around old posts here, I'm sure if this is still an open question for you or not.

To achieve this goal you will need a scripting or automation addon. Common examples include: Automation for Jira, Scriptrunner, and Power Scripts.
