Our organization will be moving out of JIRA, just wanted to check if there is a better way of extracting all our records from JIRA cloud including file attachment, so we can keep copies of these for audit reference?

Have you looked at the System > Backup Manager option for exporting issues and attachments?

Note that will not necessarily get third party app data, as that may exist outside of the Jira instance.
There may be third party products that provide a more complete data set.

As per the documentation in the link I provided, this feature is not accessed through the Administration pages for the Organization, which is the location shown in the image you provided.
This is provided from within the Jira Application by clicking on the gear icon near your user avatar and selecting the System option.
