I just migrated our on prem Jira to the cloud and without the free email service we need to connect our intranet mail server to the Jira Cloud instance. Is there a way to initiate a VPN to our Intranet SMTP server? Obviously I can't just connect Jira Cloud to our mail server but there must be a way to make it work? Any ideas?

Does your query refer to the Email this issue application?
In case yes on paper you should have no issue creating an outgoing mail connection via the application.
Id possible please open a support ticket and provide a detailed description of your issue and requirements.

It is for Email this Issue. Atlassain has ended it's email support for Jira Cloud and in trying to connect, i.e. setup the outgoing and incoming mail configuration I cannot get it working because to access our mail server one must be on our network. Is there a way to work around this without paying for a mail transport service using our existing smtp server behind our firewall?

Welcome. This is not configurable in cloud. The cloud already has a built in SMTP server to send notifications. See similar post below:
