Is there a way to tell the reporter that the existing due date has passed while cloning the ticket?
the reason is the due date is required field and while cloning i cant set a rule to clear the due date since this will error out saying Due Date is required.

No, I am not aware of a way to do this while in process of cloning the issue. You can send an email after the issue gets created to update the issue. And you can prevent it from moving forward in the workflow. But not when it is being created.
