I am looking for a way to prevent users from creating a new "fixVersion" when editing an issue. It should be possible to choose among the already created versions but it should not be possible to create a new version from this screen.
My initial thought was that creating a new version requires a specific permission but this does not seem to be the case.
Is there a way to do that anyway? maybe via a validator or something like that?
You need to have the administer project permission to create a new version. Also, you cannot do that directly from an issue, but you need to create version beforehand using the project administration. See https://confluence.atlassian.com/display/JIRA/Managing+Versions#ManagingVersions-Managingaproject'sversions for reference.
If I read your question, my guess would be that instead of the default fixVersion field you use something different (custom field/changed configuration)? For instance a label field will allow you to specify any new label when editing an issue. Could you check the fixVersion configuration?
For users that don't have project administrator access. they should not be able to on the fly create a version from the Fix version field.
