Dialog screen using rest endpoints or other way

Hi,

I would like to create a dialog screen when event 'Issue Updated' triggered.

How can I do it? 

UserMessageUtil.error(Error) has some bugs and I need to have a button "ok" in the dialog.

I think about 'rest endpoint', but how can I trigger the script by 'issue updated' event?
