Date fields in JIRA all show same month

I am uploading existing issues into JIRA from our previous system. the format I am uploading dates is:

m/d/yy h:mm

When I look at ANY date in JIRA, they all have January in the month portion of the date. The rest of the date (day and year) is correct.

Need this resolved soon.

yyyy-mm-dd hh:mm:ss.3milisecondsUnits

2013-05-07 00:00:00.000 (example)
