Customize JIRA Create Issue form

Can we customize JIRA "Create Issue" form to add more fields like - Business Unit, Project Region etc.? We need to capture more infromation from the user and hence better route thier issues.

You can add custom fields. Check out http://confluence.atlassian.com/display/JIRA/Adding+a+Custom+Field. Field configurations will help you cofigure the fields appropriately!
