Customer seeing deactivated users in JSM that have been removed from the ORG

I have a customer that is still seeing old (deactivated) users that been removed from our org and theirs in JSM. She can select them for the assignee dropdown picker. On our end we are not able to see this and everyone in the dropdown assignee picker is current. There are no deactivated users that have been removed.

Has anyone else seen this issue?

I don't think that's possible. Tell them to share with you the exact issue where this happens as well as the exact steps. It would also be great if they could share with you a vid capture of the whole process.
