When a customer sends a mail, ticket got created and Customer was added to Users, Jira Customers.
When a customer sends a second mail, He was unable to create tickets. His mail was not even read by Jira.
Urgent Issue.
I don't want Jira to create user for customers when he sends a mail.
In that case, you should unmark the create user checkbox and provide the default reporter.
And the user which you are providing for default reporter he/she should have the create issue permission for that specific project then only the issue will create.

In that Scenario my customer is not getting any kind of reply mail.
Customer must get a reply mail saying that " Your ticket was Created.. And Issue Key number must be send to him "
So that from there he can Signup to Customer Portal.
