Custom sorting for Workflow actions

Is there any possibility to make custom sorting for workflow actions in 4.4.4?

Example:

I have JIRA issue in some status. There are 4 available actions available defined: Step1, Step 2, Step 3, Step 4.

90% or users are using in most cases the Step 4 as primary step. So I want to define in workflow definition that in this case, Step 4 shall be displayed as first one, Step 2 as second one, Step 1 as third one a step 3 as last one.
