Custom header won't load unless user is logged into Fusion

I created a custom header (HTML'd in Look and Feel -> Header), and for some reason it doesn't load until the user logs into their account. Is this normal? Is there a way to get it to load without logging in? Or, how would I make a notification that pops up telling the user to log in to use the site?

What do you mean by "fusion" and what has it got to do with Jira?

I'm not sure of the difference. We have Fusion acct's.

I'm afraid we are stuck here.  Without knowing what a "Fusion account" has to do with Jira, there's nothing we can do for you.

Best I can do is suggest you ask your Fusion admins and co-workers what Fusion's relationship with Jira is.
