Create issue field order (top of page purple button or bottom of backlog), how to reorder?

Appreciate help as I am not able to find a way to adjust the order of fields that come up when you go to create a new issue in the two locations (top of page create purple button or bottom of backlog + button). I have used the configure option on a issue type but this seems to only control the ordering in the full view of a ticket specifically on the side bar.
Almost seems like something has changed in the last week.
Thanks in advance for the advice and help.
