I am looking to create a report that shows me the number of tickets that get resolved by anyone other than the person that is the assignee. I would prefer to do it without any add ons or plugins if possible.

Testing here, we were not able to get the results you mentioned. On the JQL, there is nothing we can use to show tickets resolved by someone that is not the assignee.
The workaround would be using some add-on with more options to filter issues.
