Could I use JIRA Service Desk customer portal as a value of "Issue tracker" field in add-on listing?

I would like to migrate to JIRA Service Desk for handling customers feedback on plugins (now I am using JIRA Software as an touch point).

Could I use a link to JIRA Service Desk customer portal instead of JIRA Software project?

Yes you can link them directly to a JSD form (eg: but your user will need to register / login first.

Another popular approach is to use JIRA issue collector (works for both JSD and JIRA Software projects):
