Configure Fields Button Missing

Hello,

One of our Admins, Ethan Schwager, does not have the "Configure Fields" button on his create issue screen. All the rest of us have it, but he does not. This appears for everyone else once you click Create the create button on the top menu bar

I can't seem to determine why he would be missing it?

AFAIK there is no way in JIRA to hide that button. The only solution being used in the wild is to embed some custom JavaScript in a field description which would hide the button. Check your field configurations for changed descriptions - maybe someone has implemented something like this and forgot about it.
