Color coded panel macro

I've been tasked with creating a panel macro that is a dull gray when there is no jira task within it, but once the panel is no longer empty, the color scheme changes. I'm not familiar with velocity or javascript, but I do a lot of work in C#. I'm unfamiliar with confluence/jira as well so I'm not really sure where to start here. Can anyone point me in the right direction?
