Changing link to help icons on Create Issue page

Hi,

Currently the "?" link next to the issue type field (on the create issue page) leads the user to a pop-up (ShowConstantsHelp.jspa) which has a static content for all type of projects. The description shows ALL the data that is irrelevant to that project selected. I need to replace that link with my own one where I can show the data as per the project and issue type selected. Where can I find the file where ShowConstantsHelp.jspa link is provided so that I can remove that and add my own link.

The same requirement is with the "?" link next to the priority on the createissue page. Where can I find that file where the icon and link is provided?

This is a case of source file cutomization, which is a restricted function in OnDemand.
