Cannot see transition in the dropdown for status change

Cannot see transition in the dropdown for status change

I created a transition from PM Final Review to Dev in Progress. I can see it in the workflow and it all looks good, but it is not in the drop down to select from. Can any one help?

does it show as a button next to the workflow dropdown?
