I am not able to delete board. For this board, I don't get the "... " option when viewing all boards page. I confirmed the board creator and who is our JIRA system admin does not have the ability to it either.
It is team-managed project board. There is a filter associated to this board, but I can't delete the filter since I get this message.
This filter is used elsewhere. Deleting it may impact other people's work.
This filter is used by the board: X. Deleting it will make the board unusable.
Before it can be deleted, remove its association to:
The issue is, I already to deleted board X, without deleting the filter.
Is there another way to delete the board or do I need to find a way to delete the filter first? If it is the later, how do I delete a filter than is associated to a board that is already deleted?

Jira System Administrator can delete the filter from the backend.
Steps to Delete the filter :
Settings > System > Filter > Search the Filter > Click ... > Click Delete Filter Option

Thanks @Harshit Grover . I was able to get the filters deleted, but I still cannot delete the board from the project.
what could be the issue? Is there anything else I should do to clean out the board prior to it giving me options to delete?
FYI. The Board and Project was created by our Jira Sys Admin and is team-managed. Should this matter?

@Harshit Grover To give context, my goal is to delete this Board within the project so I can re-create the board as Scrum Board.
Currently, when I go to create a new Scrum board for this project, the project is not listed as a selected project in the dropdown. Also, if I try to create the scrum board with an existing filter this project able to be selected.
Do you have any suggested? Could the project settings be limited in some way?
I was working down the path of deleting the initial board thinking only one board can be associated to the project, but now I am questioning this thinking.

@karla Boards Admins, Project Admins, and System Admins will be able to delete this board.
I guess, you might not have the correct permissions to perform the delete operation.

Did you mention its a team managed project?
If it is the board on a team managed project doesn't use a filter and the board can't be deleted.

Welcome to the Community.
Assuming the board is the native board for a Team Managed project, you do not delete it from the Boards list. The only way to delete the board in that case is to delete the project.
Team Managed projects will always have their native board. You can't remove it without deleting the project itself, which deletes all of its issues also.

You cannot make another board "in" the project, but there are options.
Do you want both a kanban and scrum board or just a scrum board? In Team Managed projects you can switch between the two. If you want just a scrum board you can go to Project Settings > Features, and enable the Sprints feature. That will change your project to using a Scrum board rather than a Kanban board.
If you want both a scrum and a kanban board, you can create another board based on a Saved Filter. However, you can't set the Location of the board to the Team Managed project. You won't get list of boards from which to select within the project. You can create a Shortcut in the navigation panel to reference the second board.
You should also note that a board created from a Saved Filter functions a bit differently than then native Team Managed board.
