Can you allow some users in a project to only create some issue types with others able to create all

I want two users on the project to be able to create all issue types.  I want the remainder of the users to have the ability to enter only two of the issue types.

 

Is this possible

Yes, it can be done out of the box by using a validator on the origination step in the workflow. You would need different workflows for the different issue types. If you only want to use one workflow you would need an app to do it. I used JSU at my previous work to prevent users from creating certain types.
