it seems to be a bug https://jira.atlassian.com/browse/JSWCLOUD-17498 

Take a look to the workaround suggested or, alternatively, try installing the following app https://marketplace.atlassian.com/apps/1222170/classic-settings-for-next-gen-projects?tab=overview&hosting=cloud
