Can I make a filter or report that prints most recent comment?

I would like to be able to print a list of open issues, with each open issue followed by the most recent comment logged in that issue. Like this:

ISSUE-256 (Issue title, assignment, date modified, etc., all goes here)

"John looked at this and agreed a different approach was needed, and agreed to call Bob for help."

Is this possible? The reason I want this is to make more effective to-do lists, that more granularly convey what needs to be done next. It would also be great for group meetings on issues–notes could be taken directly in JIRA, and a printed document that contained the issues and the most recent comment on each issue would essentially serve as minutes of the meeting.

I've been requesting this feature for years from other issue trackers I've used (e.g., Adminitrack), to no avail.
