It turns out that you can use a personal account. At least I did with a Github pro account. It worked just the same way as it does with an organization.

The integration between Github and Jira Cloud is handled by an add-on developed, maintained and supported by Github. The marketplace listing for the add-on is below:
I got a reply from Atlassian in the end and they said that it could be done with a personal account. Luckily, this is true. Perhaps it was not always the case.
