Can I, as a site-admin, reopen a resolved ticket?

We don't need this in our workflow, but to test a post-function operation, we moved some tickets to "Done" which chnaged the Resolution to Fixed. Is there any way to undo this?

short answer...yes

the only way you can do this is to add this into your workflow, but you should be able to set it that only site-admin can perform this function.

if you add a transition of reopen from "fixed" to "in progress", you can set a condition on the tramsition set by permissions so only certain users can perform it.

It certainly did. I modified the workflow to allow administrators to reopen the tickets.
