How can you create an epic in the campaign management template with tasks/stories under it, so that you see the epic with associated tasks in the timeline?

Welcome to the Atlassian community.
The Campaign Management template doesn't include the Epic issue type, so you would need to add that issue type to your project.
Even after adding it, the Timeline view in Work Management projects does not show the issues organized by Epic and child issues. Each Epic and issue is displayed independently, not hierarchically.
In this example BPC-2 and BPC-8 and child issues under Epic BPC-1.
In the Timeline view the issues are sorted by their Rank.

The project templates just give you a starting point for the configuration of the project you create. After the initial project creation you can change the configuration to suit your needs.
The template that best suits your needs depends on exactly what your needs are and what products you have installed in your Jira system.
I don't think there is any documentation that talks about each of the project templates to discuss the configuration or pros/cons of each template.
The project you have shown us from a template that is available in the Jira Work Management product. You might have only the Jira Work Management product installed on your site.
Alternately you might have the Jira Software product installed on your site. That product currently includes the Jira Work Management templates for free, and also has project templates and additional functionality available that are geared towards development projects. The two types of products present different functionality for the projects made from their respective templates.
