What is the best way to integrate a call center to jira service management(data center). The agents must be able to create tickets for the received calls, keep history of a client's calls and of his tickets, be able to generate reports etc. Is there a plugin able to do this?? If yes what is the cost??

i would advise you to check out Cisco Finesse integration for Jira | Atlassian Marketplace.
The pricing depends on your amount of users for 500 users for example it costs 795$ per year.
