I understood, that Jira data is stored in the region / datacenter based on the main usage. So for us it would be in the EU. But where the backups are stored ? Will they remain always in the same region or are they transferred to other regions especially to US datacenters ?
I know that this is an older question, but going to add an updated answer here in case anyone else comes across this.
We did release an Enterprise plan with data residency capabilities to pin your primary data to either the EU or US realm. We are currently exploring additional regions to offer data residency in, as well as whether we should offer this for Premium and/or Standard in some way.

There is no guarantee from Atlassian that Jira data is stored in the region / datacenter based on the main usage. Atlassian says that it is likely, but not certain.
There is an upcoming enterprise cloud plan, which will allow data residency guarantees, see https://www.atlassian.com/trust/privacy
