Attachment webhook not fired when attachment is on issue creation screen

Previously (like a year ago) if an issue was created with the attachment added on the create issue screen, the issue created webhook was fired AND the attachment webhook was fired.

Today I tested it and the issue created webhook is fired but the attachment created webhook is NOT.

Is this an Atlassian bug that was introduced lately, or is this a design change on purpose in the webhook architecture?

I just found this note on the webhooks, known issues documentation.  The page shows updated as of yesterday, 21 May 2024, but does not indicate when the issue started:

• Attachments added on create issue dialog don’t trigger attachment_created webhooks, but they are listed in attachment field in jira:issue_created webhook’s body.
