Is is possible to get Atlassian University or any alternative JIRA training program as a self-hosted solution?

One major problem that we are facing is the limited bandwidth to allow 600+ employees to interact with Youtube-like flash tutorials, at the same time. In our organization, flash web contents over the Internet are blocked.

Atlassian University is a subscription based service and we are not planning to offer it as a self hosted solution at this time.

We are exploring other options for video hosting as we have received feedback that YouTube is blocked in some organizations. However, other video hosting solutions will also likely be flash based or require users to download videos to view locally which would not address bandwidth concerns in this case.
The non-video interactive lessons utilize browser caching which should make it possible for users to interact with them over limited bandwidth, however. These make up a majority of the lessons and the videos make a small subset.
