Archive permission on a team managed project

How can I give permission to enable a user to archive issues on their team-managed board please?

First you need to be on premium tier. Assuming that is the case then you'll need to make that user a system admin. Likely that is not desirable situation as that will give the individual potentially more control than you might desire.
