for jira server you will be archive the projects with online and offline approach. Please refer below document.

In JIRA cloud still it is not possible. When could we archive projects?.

You can view your archived Projects (should be Admin/site Admin)

From the top-right, select Settings > Projects. Select Archive from the sidebar.
