I want to take back access of creating a project in JIRA from Project Managers as they are not following rules of project creating (e.g. project template selection etc.). What are the alternative ways to create a project in JIRA other than API so that I can force Project Managers to follow project creation rules?
You can create a project via jira UI or via API, that's it. And when a user selects a project type for a new project he or she wants to create jira has no way of knowing if that's the correct choice according to whatever internal rules you have set up for your company.
Things you could try:
A. Code some tool where you implement your business logic and based of the user input it generates the correct API request to your jira server (for example with the "correct" project type selected)
B. Don't grant project creation permission to any user unless they have succesfuly completed an introductory course about the rules you want them to follow (and regularly check for deviations in created projects so you can evaluate how efective this is, improve the course content, remove permission from users that do not follow the rules until they re-take the course...)
A few days off without pay may send a message to follow the rules.

It's also possible to clone classic projects (along with issues, if wanted) with our Jira cloud app Deep Clone for Jira.
It's a pretty simple process and I'm sure that your Project Managers would be able to follow it :)
